This is from encroach, which means tresspassing on another's property, domain, possessions, etc, especially by advancing gradually. A shopkeeper moving his counter outside his shop on to the pavement is said to be encroaching on the peoples' right of way, and the counter itself, as long as it is on the pavement, is an encroachment.
